** Is it possible this was DEC-TV, mentioned [here?]

** If so, it's a video TECO variant, and documentation exists.

 TV Editor (TV for short) was a visual screen editor available on TOPS-20 systems.

 Author: HewlettPackard (formerly Compaq formerly DEC)
 Homepage:  http://www.hp.com
 Family:    DecFamily
 Platform: DEC 36 bit systems running TOPS-20
 License:   Commercial

It may also have been available for PDP and VAX systems.

The cursor/carrot indicated the position in the buffer and commands were entered at the bottom of the screen (the line with * below) and were executed by pressing the ESC key twice

program test (input,output);

begin

    writeln/\(output,'Hello world');
end.

DEC did publish a user manual for TV EDITOR but none appear to be available on-line.
