Well, published by Borland. If memory serves, it was actually written in Denmark, but picked up and published by Borland here. I don't believe Borland was the original author of TurboBASIC, TurboProlog?, or TurboC, either.

Also note that it pretty much *had* to be extended. Pascal was designed as a teaching tool to teach structured programming constructs. It was never intended to be implemented as an actual language. The idea was that the instructor would "compile" the program on paper and grade the algorithms and constructs used. ISO standard Pascal lacks things like I/O, and anyone who actually implements the language must extend it.

Borland's Delphi environment has been ported to Unix as Kylix, but is no longer available.
