Download a disk image: http://www.datapackrat.com/diskimages/page001/386BCK28.IMG
Download the extract program: http://www.datapackrat.com/utilities/extract.html
Extract DOS2\DOS2.ARC from the image (type extract[enter] for help)
Extract XTC44.EXE from the ARC file, by using for example ftp://garbo.uwasa.fi/pc/arcers/arc602.exe
Run xtc44.exe

The file might be corrupted as I get a Stack overflow error (Win XP), but on a native MSDOS system it might work.

If someone can provide more information feel free to add. There was a reference to this editor in the documentation of the ICHI editor.
